Delhi man charged with OWI following hit-and-run

A hit-and-run accident near the intersection of 150th Street and Hwy 13 lead to the arrest of a Delhi man who’s license plate fell off at the scene.

According to court documents, Angel Jesus Rumbo, 19, of Delhi, was traveling eastbound when he failed to stop at the intersection and collided with Eileen Marie Puetz, 69, of Dyersville.

An accident report states that Puetz had come to a complete stop and waited to see if Rumbo was going to stop. Puetz stated she felt Rumbo was slowing down for the stop sign and proceeded to make her turn. Rumbo stated he didn’t see the intersection and struck Puetz. Following the collision, Rumbo backed up and left the scene. Authorities say the accident happened at approximately 2:40 a.m. Aug. 9.

Documents state Puetz reported a possible injury but was not transported by EMS. Her vehicle sustained an estimated $15,000 in damages.

Court documents state Puetz found Rumbo’s license plate that fell from his vehicle following the collision.

Authorities located Rumbo on 150th Street east of 220th Avenue and found him to have bloodshot eyes, poor balance and emitting a strong odor of alcohol.

Rumbo failed a standard field sobriety test provided a breath sample that showed his blood-alcohol level to be at .104%.

Rumbo was arrested for OWI first offense and also cited for leaving the scene of an accident, failure to obey a stop sign and possession of alcohol under the legal age. Court documents state other citations are pending.

Rumbo has an initial appearance scheduled for Aug. 28 and he posted a $1,500 bond Aug. 9.
