Council discuss Forestry Committee proposal

The Manchester City Council met in regular session Monday, April 28. The Board acknowledged receipt of minutes from the Library Board, the Planning & Zoning commission and Design Committee meetings and notes from the Street Committee meeting. They also approved payment for Chad & Kristal Rave’s claim from the Downtown Incentive Program for $6993.61 and an application for the program from Joe Petchulat.
The Board approved the appointment of Danette Kramer to the Tax Increment Financing Committee, representing the Regional Medical Center. They also voted to adopt R-067-2008, a salary resolution, for the city’s animal control officer to receive an increase in salary and they approved claims from the 2007 CDBG Housing Grants. There was a public hearing held on the proposal to enter into a loan agreement that would consolidate three loans into one saving the city about $90,000. The Council decided to take additional action to enter into this loan agreement.
A request for use of city property by the Cole’s was granted with the agreement that it would be evaluated annually, as would all other such requests, in order to ensure appropriateness of use. Resolution R-069-2008 to approve engineering agreement for the southwest trunk sewer line was adopted as were resolutions R-070-2008 and R-071-2008 approving the preliminary plats for Manchester Business Park and Deer Field Third Addition.
There was discussion on the proposal by the Forestry Committee for a tree nursery at the old compost site. There were many questions asked about the cost and manpower as well as the benefits to the city for moving forward with this. Councilmember Sherman, who was present at the Forestry Committee meeting, where details on this project were discussed, recommended that the city pursue this project. It passed unanimously to proceed.
The city clerk reported on the problems incurred with the lightning hit last week. They are still waiting on parts for some of the equipment to get back up and running as usual. The clerk stated that it is a slight possibility that the monthly utility bills may be a few days late due to this setback with computer processing of these bills. The Council then adjourned and went into a closed session meeting. |

Board of Supervisors vote to declare emergency from flooding

The Delaware County Board of Supervisors met in regular session Monday, April 28. They approved various employees attending meetings, the payment of county claims and underground construction permits for Iowa Telecom and Central Iowa Power Cooperative. The Board acknowledged the receipt of Ken Wilgenbusch’s manure management plan with no changes and voted to approve the emergency declaration for the county due to heavy rains causing flooding April 25.
There was some discussion about funding for damages and where that money would come from. Currently, there are no funds available in the county. This vote to declare an emergency will enable Delaware County to be considered for state funds if the damages total the required minimum amount.
The Union contract for Secondary Roads Department was up for consideration but was tabled to allow further review by the Board. |
