Supervisors discuss purchase of new motor grader

The regular meeting of the Delaware County Board of Supervisors was held Monday, May 5. There was a public hearing held for the amendment of the current county budget. Having no public comment the amendment was passed and the hearing closed.
The Board approved Class C liquor licenses for Camp O Beach Resort and Hart Ridge Inc as well as a Class B five-day liquor license for Spring National Inc d/b/a Summer Fun Triple Play.
The Board passed a resolution requested by the Delaware County Sheriff’s department to charge a $50 fee to Sheriff’s sales cancelled after being filed. This is due to a higher number of sheriff’s sales being processed than previously and a high number of these getting cancelled for various reasons after several hours of work have been put into them by the sheriff’s department.
The Board also passed a resolution to charge a $30 fee for non-sufficient funds checks among all county offices. This action was taken to provide continuity among the county departments.
The one year union contract for the Delaware County Sheriff’s department was approved as well as the Delaware County Secondary Road department’s two year contract. The only significant changes from the last contract for each department were insurance terms.
There was discussion about the planned purchase of a new motor grader in 2009. Mark Nahra, Delaware County Engineer, explained that the purchase has already been budgeted for and will maintain the quality of the fleet currently used by the roads department. He laid out the basic plan for purchasing equipment used by the county and explained the logic used in this plan.
Having heard discussion on that, the Board received quotations for a new motor grader submitted by three different companies. The Board will review the quotes before the next regular meeting. Nahra updated the Board on ongoing road projects progress and brought a problem area at Sunset Beach to their attention. |

Doug Robbins is married to Janonne, a kindergarten teacher at West Delaware. They have three children, Jason, Cedar Rapids, Grant, Iowa State University, and John, Wartburg College.
Robbins is currently the Music Education representative for Music Loft in Cedar Rapids and has run the Maranatha Book Shop with his wife since 1985. In the past Robbins was a band director and a member of PEI, IBA and NFHS Music Association. He is co-founder of the Coe College Elementary Band Festival and works with the Iowa Arts Council to fund college music majors and arts events. His local service in the past includes Chamber of Commerce, Chamber Ambassadors, Retail Committee, Pass the Hat Players, Community Choral Society and Cub Scout Leader.
Dan Drees is married to Rosemary (Keppler). They have raised four children with three currently living in Delaware County.
Drees grew up on a farm east of Manchester and graduated from Manchester High School in 1968. He was a member of the National Guard for six years then drove a milk truck for six years before starting farming. Drees farmed east of Manchester for 17 years then moved to Manchester and took a maintenance/custodian job at St. Mary’s church and school. The last few years he has worked part-time for Corcoran Furniture
Drees is running for Delaware County Supervisor because his roots are here and most of his family has also made Delaware County their home. His goals as a supervisor are economic development and to control spending.
Gary Reeder is married to Donna. They have four children and three grandchildren. Reeder has been the owner of Delaware County Abstract Company for 24 years. He is a private businessman who has dealt with meeting a payroll, paying withholding taxes and other regulations that come with running a business. In addition to business, Reeder has been an active volunteer within the community. He has been an involved member of the United Methodist Church, holding several positions. He was appointed to both the Delaware County Compensation Board and the Manchester Planning and Zoning Commission. Reeder has been active in a number of civic and service organizations including Manchester Rotary Club, Manchester Masonic Lodge, Delaware County Shrine Club, Manchester Volunteer Fire Department, Manchester Kids League, Northeast Iowa I Club, and the National Wild Turkey Federation. Reeder has been actively involved in local Republican Party political activities for over 20 years, assisting numerous local, state and federal candidates in a number of capacities.
Reeder is running for Delaware County Supervisor because he would like to see our great county grow, prosper and become a better place for families to live, work and play. He plans on working towards the goal of increasing the quality of life in our community and encouraging local youth to stay in this area to raise their families.
Jeff Madlom is married to Cheryl, they have three children, two of which still live in the Manchester area with their families. Madlom and his wife have lived in Manchester since 1974.
Madlom’s father owned Madlom Bros. Construction and from an early age he worked with farmers and contractors. In 1987 he started as Foreman for the Delaware County Secondary Road department and held that position until November of 2007, when he retired. Madlom believes his knowledge of county roads and bridges will give him an advantage in understanding the role of County Supervisor. He has also worked closely with the Delaware County Sheriffís department and the Delaware County Conservation department in regards to the county transportation system. As a volunteer, Madlom was an Emergency Medical Technician, a Captain of the Delaware County Sheriff’s Reserve and served on the Manchester Fire Department.
Madlom would like to see responsible economic development, more public involvement, consistent enforcement of all county policies and procedures, equal consideration of all county departments in budget decisions, review and enforcement of guidelines in the consideration of all secondary road projects and fair distribution of secondary road monies based on the level of need for the entire county. |
