Lukan to seek additional term

Representative Steve Lukan has announced his intentions of seeking another term to the Iowa House. His District 32 seat represents parts of Dubuque and Delaware counties.

Lukan was born and raised in New Vienna, graduated from Dyersville Beckman High School before attending Loras College in Dubuque.

“Last year, businesses across our state had a real scare when Iowa’s status as a right to work state was threatened,” said Lukan. “I stood up to protect our right to work law and will continue to do so as it’s an important economic development tool which will encourage new job growth and business expansion in Iowa. Protecting right to work is also about protecting the rights and liberties of Iowa workers, and I will ensure those liberties are defended.”

Lukan also sites his commitment to finding ways to rein in spending and offer relief to the property taxpayers of Iowa.

“During my tenure in the Iowa House I’ve worked hard to ensure we continue to focus on reining in the state spending,” said Lukan. “Just like we do at home, the government must balance the checkbook and not spend more money than it takes in. If re-elected, I will continue my commitment to the people of Iowa to make certain the taxpayers are protected and our reserve funds are full.”

Lukan is the ranking member on the House Justine Systems Appropriation Subcommittee and also serves on the House Appropriations, Commerce, Natural Resources, and Public Safety Committees.


Chamber Ag Banquet March 19
The Manchester Area Chamber of Commerce will be hosting it’s 27th Annual Ag Luncheon on Wednesday, March 19 at the Delaware County Fairgrounds Pavilion.

This year’s luncheon will feature Alan Jewell, a well known writer, speaker and grain marketer. He will be bringing his many ideas of how to get the best prices for your grain.

Mr. Jewell was brought to the attention of the Manchester Area Chamber of Commerce by a local farmer who had spoken with Mr. Jewell on several occasions. He has been the featured speaker at many events involving the agricultural community.

Alan Jewell farms in the Dodgeville, Wisc. area has been honored on four different occasions as having one of the best-managed farms in the United States. He has worked with producers and processors, specializing in marketing and hedging heir products.

The morning session will starts at 9:30 a.m. with Mr. Jewell sharing his ideas, which are being taught at the university level from Minnesota to Texas. His ideas are also being used by investment bankers, Fortune 500 executives and by farmers wishing to enhance their bottom line.

Lunch will start at 11:30 a.m. and be followed by the presentation of the Chambers Annual Friend of Ag Award, the presentation of the Delaware County Conservation Awards and a keynote presentation by Mr. Jewell.

The Family Farm Tax Credit is available on agricultural tracts of land comprised of 10 or more acres that are farmed by the owner or immediate family members of the owner.

Immediate family members include brothers & sisters, sons & daughters, grandchildren, great-grandchildren, uncles & aunts, nieces & nephews. Cousins do not qualify.

The Board also approved the Application for Approval of Underground Construction on Delaware County Right-Of-Way for Iowa Telecom to bury copper telephone cable along the west side of 150th Ave. in Section Two of Adams Township.

Receipt of manure management plan updates by the following entities were acknowledged by the Board: Agri-Vest, Inc., Bagge Farms, R & D Livestock, LLC.,and Russell Reth.

Jane Sherman from Regional Medical Center updated the Board regarding the Delaware County Public Health Emergency Response Plan.

The plan has been amended as follows for the Delaware County School Districts’ Pandemic Influenza Response Plan; Developed an integrated community/school response in the event of an influenza outbreak on a pandemic scale.

The following change was also made to the Delaware County Mass Clinic Plan in several areas.

Security, traffic and parking plans were addressed and revised. The use of a standard message template to be used during the first minutes of any public health emergency was also addressed.

The third area to see revision was the ICS organizational chart, staffing roster and job action sheets.

In the event that Delaware County would need to immunize all 18,404 residents within a 48 hour period, it is estimated each shift would require 48 professionals and 113 total persons, per shift.

An alternate plan was also added to hold four separate clinics instead of one in such an emergency, splitting the County by townships clustered into four designated locations. One other possibility was discussed, that being a possible drive-thru clinic held at the Delaware County Fairgrounds in case mass immunization was needed.

The plan updates were approved with a complete updated copy of the plan to be filed with Delaware County Emergency Management Coordinator, Mike Ryan.

In other business the Board approved the Class C Liquor License for REH Investments, Inc., dba Manchester Golf Club. The renewal will be effective April 1, 2008 and will carry Outdoor Service and Sunday Sales privileges.

The Board also heard a complaint by Richard Rettinger who owns property in Bremen Township regarding the replacement of his mailbox which had been destroyed by a snow plow.

Mr. Rettinger contended that the mailbox was not destroyed due to the act of plowing the road but rather by the snow plow operator losing control of his plow and colliding with his mailbox.

He asked the Board to replace his mailbox with the exact box and post that was originally there.

Mark Nahra, County Engineer commented that there was nothing wrong with the mailbox that Mr. Rettinger had in place, but that the County has a policy that in the event a rural mailbox is damaged by county equipment, the County will replace it with a standard mailbox and post.

The average cost of a standard mailbox and post is around $20 while what Mr. Rettinger wants the County to use would cost $90.

Mr. Rettinger made it clear that he did not want the tin mailbox that would be supplied by the County and would like to be compensated with the cash equivalent.

The Board requested that Mr. Rettinger be placed on the March 10, 2008 agenda so that they could have time to consider his proposal.
