Public hearing held on wastewater plant improvements |
The Manchester City Council held its regular meeting Monday, April 14. The meeting was called to order at 5pm with all members present.
Mayor Milt Kramer presented the Good Neighbor Award to Wilbur Wulfekuhle after receiving a letter from his neighbors, Leslie and Mary Streif , describing how helpful he is to them.
Two property owners addressed the council concerning property they have acquired at 509 E. Fayette Street. They expressed their desire to demolish the house on this property. The structure is dilapidated and needs to be removed. They asked the city to use funds from the Housing Acquisition/Building Fund to help them with the cost of this project.

After explaining that they will not construct any housing on the property and will use it for lawn and garden purposes only the council approved their request. The property owners will pay one third of the cost if using the lowest bid of $7250. If they choose to use another company they will pay one-third plus any total cost of the project in excess of the lowest bid amount.
A public hearing was held on the proposed bidding requirements, contract documents, and estimate of cost for the Wastewater Treatment Plant Improvement Project. The council reviewed the bids and listened to a presentation by Steve Troyer and Steve Van Dyke from Fox Engineering on the proposed plans for the Improvement project. The lowest bid was $6,493,000. It was commented that this is actually about $340,000 under the original estimate by TeKippe Engineering. Troyer and Van Dyke also informed the council of an alternate plan to the general bid, which included improvements to the road leading into the treatment plant and raising it 2-3 feet. This alternate will add an additional $90,000 to the bid still leaving the bid about $250,000 under the original estimate. Tim Vick, city manager, recommended the council approve the contract with the alternate included.
After discussion on the topic the council voted unanimously to adopt Resolution R-063-2008 awarding the contract to Staab Construction including the Alternate A option. The projected completion date of the project is March 2010.
The council also voted to adopt Resolution R-064-2008 approving the contract for 2008 CDBG grant administration to East Central Intergovernmental Association.
The council heard a presentation from Solutions Management Group (SMG) about possible computer and software upgrades for the city. The council approved all the recommended upgrades to the city’s computers and printer.
In other business the council:
*Approved new application for off-premise liquor license for Wal-Mart Stores, Inc. dba Wal-Mart Store #1506, renewal application for off-premise wine permit for Widner Drug & Gift, renewal application for on-premise liquor license for the Fraternal Order of Eagles Aerie #3538.
*Set May 27, 2008 at 5:00pm as the date and time for a Public Hearing on the Proposed Contract Documents and Estimated Costs for the N 13th-Howard-N 11th Street Improvement Project
*Approved Pay Estimate #2 in the amount of $18,602 to Loecke Building Service for the Fire Station Expansion Project
*Approve appointment of Tim Tutton to H.O.A.P. Committee (Home Owners Assistance Program)
*Approve payment in the amount of $951.73 to AHTS Architects, P.L.C. for the Fire Station Expansion Project. |

Board of supervisors meeting held

The Delaware County Board of Supervisors set Monday, May 5 at 1:15 p.m. as the time for the Board to receive quotes for the purchase of a new motor grader. This order must be placed this spring in order to receive the grader in time for snow removal in the upcoming winter.
The Board acknowledged receipt of the following new manure management plans: G & S Pork, Glen Bockenstedt, in Section nine of Delaware Township with a capacity of 2,480 head and Hazel Green Pork, Adam Sheppard in Section 36 of Hazel Green Township with a capacity of 2,400 head.
Mark Nahra, county engineer, addressed the Board concerning the IDOT FY 2008-09 Budget. Nahra explained that the budget was the same budget approved by the Board at the March 10 budget hearing with balances not reflecting budget amendments. The Board approved the FY 2008-09 IDOT budget showing receipts and disbursements of $6,134,530 for the next fiscal year.
A visitor asked and the supervisors confirmed that resurfacing of X-21 would be included in the Bailey’s Ford Bridge Replacement. Mark Nahra updated the Board on Secondary Road projects. He commented that the road crew has started to blade the country gravel roads but will not be putting rock on the roads for at least two weeks. |
