Council to submit offer on Don & Walt property

The Manchester City Council has decided, after several closed sessions, to make a formal offer on the Don & Walt property, located at 409 West Main Street.
At their regular public meeting on Monday, June 25 the council stated that they have been working with Don & Walt to purchase the property because the business is running out of room. Don & Walt is working on purchasing the old Schultz building, located on East Main Street near the city limits.
The council’s formal offer was to purchase the property for $243,000 as long as the property has good and clear titles. The council is also willing to give Don & Walt a five-year tax rebate on the Schultz building that would amount to $14,110 per year.
The council held a public hearing on the proposed Honey Creek Addition Street Project. There were no comments made at the meeting nor any comments brought to city hall. The council awarded the contract for the project to McClain Excavating of Peosta at a total base price of $236,895.30 or a total base price with alternate of $240,861, which was approximately 14 percent lower than the engineers cost. The late start date for the project is Tuesday, July 17 and the contractors have 75 days to complete the project.
The council approved the resolution approving the preliminary and final plat for the River Pointe Third Subdivision. They also approved the resolution approving the Iowa Department of Economic Development Community Development Block Grant for a housing fund contract.
The council also heard a presentation on a proposed walking bridge crossing the Maquoketa River and connecting the Bikeway/Walkway trail with Schram Park.
Two men from IIW Engineers and Surveyors, P.C. in Dubuque presented a limestone trail extension with ramps leading to the bridge, which must be, according to the Iowa Department of Natural Resources, three feet above the 50 year flooding plan. The approach ramps to the bridge would be “top of bank to top of bank” with one being eight or nine feet high and another being 10 feet or higher. The estimated cost of the project is $713,290.93.
The next step would be applying for a pre-approval request to the DNR. The engineers said this should not cost the city any money and would be a better way to go about getting the bridge because the DNR is on a six month back log with these projects and the request would tell the engineers if they would have to re-do any of the plans to meet the DNR’s specifications.
The council also approved:
• the renewal application for an On Premise Liquor License for Strokers Saloon and Lightning Lanes
• the appointments of Barb Sailer to the Board of Adjustments (five year term), Robyne Bergeson to the Parks and Recreation Commission (three year term), Annette Lenz to the Parks and Recreation Commission (three year term), Clifford Bunting to the Eastern Iowa Regional Housing Authority Commission (two year term), Roger Hanson to the Eastern Iowa Regional Housing Authority Commission (two year term) and Jim Hill to replace Casey Hansen on the Airport Committee
• the renewal of 11 cigarette permits in Manchester including Beaver’s Lounge, Casey’s West, Casey’s North, Cork N’ Bottle, E-Z Pickins, Fareway Stores, Fraternal Order of Eagles Club, Lightning Lanes, Pronto, Strokers Saloon and Wal-Mart
• the payment to John Georgen from the Downtown Incentive Program in the amount of $3,680 as a commercial rehab grant.
The council, because of mixed opinions, decided to do more research on which local engineering firm they would award the contract for engineering services on the 2008 Street Project. A meeting was held on Thursday, June 28 and after another long discussion, the council awarded the contract to Tekippe Engineering PC. |

Board rejects fireworks permit, approve Goose Hill bids

The Delaware County Board of Supervisors, who met on Monday, June 25, rejected a request made by a rural Delaware County resident to shoot fireworks off at his home for the Fourth of July weekend.
Arthur Hinton, of rural Coggon, asked the board if he could have a small fireworks display that would include roman candles. The board rejected his request because of a resolution the county put into place on strict guidelines on fireworks. The resolution reads that the person shooting off the fireworks must provide a copy of his or her certification. Hinton, who said he has talked to a man who is certified, is not certified to shoot the fireworks off himself. Hinton said he just moved from Wisconsin where they do not require a certification.
“One time we had an accident in the county and that’s what implemented this resolution,” said Delaware County Supervisor Bill Skinner. “I hate to start making an exception to the rule.”
The board told Hinton that if he provides proof that he has taken a certified course and received the certification, the board would allow him to set the fireworks off at a later date.
The board approved Sept. 25, 2007 as the election date for the Local Option Sales and Services Tax for School Infrastructure. According to Delaware County Auditor Carla Becker, all three schools within Delaware County, West Delaware, Maquoketa Valley and Ed-Co, requested to have an election held to extend the one percent sales tax until Dec. 31, 2022.
The board approved River City Paving for the grading and paving of Goose Hill Road in the amount of $1,491,334.19. They approved Taylor Construction of New Vienna for the Goose Hill Road bridge project in the amount of $439,007.61 and Orris Land Improvement of Wyoming for the right of way fencing project for $62,565.65.
Flynn Construction out of Dubuque was awarded the 260th Ave. paving project for the amount of $1,553,958.78. This project will have a start date no later than Aug. 13.
Kuhlman Construction won the rock-resurfacing contract for 2007/2008 with the amount of $503.925.75 for approximately 173 miles of road.

The ‘buzz’ on the 2007 Delaware County Fair entertainment

The 139th annual Delaware County Fair will begin on Monday, July 9 and will end on Sunday, July 15. This year the Delaware County Fair Board of Directors and Jeannie Domeyer set up a week full of 4-H shows and entertainment that anyone would enjoy.
This year’s big entertainment includes country singer Gary Allen and rock singer Eddie Money.
The following is a day-by-day listing of the 2007 Delaware County Fair entertainment.
Monday
The fair kick-off parade will take place at 6:30 p.m. with the crowning of the 2007 Fair Royalty at 7 p.m. on the Main Stage. This year’s candidates are Brittney Helle of Manchester, Molly Tauke of Greeley, Brittney Zumbach of Ryan and Mitchell Heims of Manchester.
People who are participating in the parade must line up at 5 p.m. on Doctor Street, near Lambert Elementary School, according to Mike Ryan of the Manchester Volunteer Fire Department.
Old tractors are to line up on Acers Street by the north side of the middle school and people who want to be together as an organization must line up together. The line-up for the parade is determined by the order of arrival, Ryan said. All off-road vehicles and vehicles participating in the parade must be driven by someone with a valid drivers license or be accompanied by an adult.
No water hoses, squirt guns, water balloons or other water toys are allowed to be a part of the parade this year. |

The approximately one hour long parade will follow the same route as previous years so the volunteer fire department is asking people not to park along the route after 5 p.m. The parade will enter the fairgrounds east gate and continue through the fairgrounds on the south side of the pavilion and north side of the grandstands. It will then travel south on New Street by the high school, continue south on North Brewer Street and travel east on East Butler Street for several blocks before turning north on Anderson Street. The parade will then take a left on East Prospect Street and right on Sherman Avenue and ending back at the corner of Clara and Doctor streets.
At approximately 10 p.m. Manchester will be lit up with a fireworks display.
Tuesday
The first big day for the fair will include Pepsi Free Stage acts, Sea Lions, Granpa Cratchet and various other entertainment. The Todd Charles Variety Show will perform on the free stage at 1 p.m., 4 p.m. and 7 p.m. Kira Cizek will perform at 2 p.m. and Brand X will perform from 8 p.m. to midnight.
The Sea Lions will hold shows at 2:30 p.m., 5:30 p.m. and 7:30 p.m. The Granpa Cratchet Show will be held in the Family Fun Area at 3 p.m., 5 p.m. and 8 p.m.
On the Main Stage area at 7 p.m. the Delaware County Fair will host Supercross races. The fast paced dirt bike and ATV riders will jump 70-foot triples, navigate bermed corners and pound through the whoops. It will contain 18 different classes, four ATV classes and 14 dirt bike classes.
Local riders are invited to sign up for the races, as young as four and as old as 50. Pit gates will open at 3 p.m., sign up will start at 4 p.m. with practice starting at 6 p.m.
From 8 to midnight Kickin Sound will perform on the Budweiser True Music Stage.
Wednesday
Wednesday’s full schedule also includes performances on the Pepsi Free Music Stage, performances from the Sea Lions and from Granpa Cratchet. On the free stage will be the Todd Charles Variety Show at 1 p.m., 4 p.m., 6 p.m. and 7 p.m. with His Handiwork Puppet Show performing at 2 p.m. Kickin Sound will perform on the free stage from 8 p.m. to midnight. The Sea Lions will perform at 2:30 p.m., 5:30 p.m. and 7:30 p.m. with Granpa Cratchet performing at 3 p.m., 5 p.m. and 8 p.m.
At 7 p.m., at the main stage area, the Figure 8 Races will begin. R Bizzle will perform from 8 p.m. to midnight on the Budweiser True Music Stage.
Thursday
On Thursday, the fair’s entertainment schedule begins with the free stage. The Pepsi Free Stage will feature the Todd Charles Variety Show performing at 1 p.m., 4 p.m. and 7 p.m. with Kira Cizek at 2 p.m., Sarah Rommann at 6 p.m. and Brand X performing from 8 p.m. to midnight. The Sea Lions will also perform at 2:30 p.m., 5:30 p.m. and 7:30 p.m. with Granpa Cratchet performing at 3 p.m., 5 p.m. and 7:30 p.m.
The big entertainment for Thursday night, however, will be country music signer Gary Allen. The group Lockren will be opening for Allen at 6:30 p.m. and Allen will take the stage at 8:30 p.m.
Allen has released a total of seven albums including his 2007 “Greatest Hits” album. His hit songs include: “Life Ain’t Always Beautiful,” Tough Little Boys,” “Nothing On But The Radio,” “Best I Ever Had” and “Songs About Rain.”
Allen signed his first record deal in 1996, after turning down one while still in high school.
The group Lockren will take the stage again from 10 p.m. to 1 a.m. on the Budweiser True Music Stage.
Friday
On Friday, the fair’s entertainment schedule begins with the free stage. The Pepsi Free Stage will feature the Todd Charles Variety Show performing at 1 p.m., 4 p.m. and 7 p.m. with Kira Cizek at 2 p.m., Sarah Rommann at 6 p.m. and R Bizzle performing from 8 p.m. to midnight. The Sea Lions will also perform at 2:30 p.m., 5:30 p.m. and 7:30 p.m. with Granpa Cratchet performing at 3 p.m., 5 p.m. and 8 p.m.
The biggest attraction will be rock singer Eddie Money. The group Power Play will open for Money at 6:30 p.m. with Money taking the stage at 8:30 p.m. for VIP Night.
Money has performed such songs as “Two Tickets to Paradise,” “Take Me Home Tonight,” “Baby Hold On” and “Think I’m in Love.” Money came into the music scene in 1977 with his first album, “Eddie Money,” and has released over 20 albums, including his most recent one “Wanna Go Back.”
The group Power Play will finish the night off, performing from 10 p.m. to 1 p.m. on the Budweiser True Music Stage.
Saturday
The second to last day of the Delaware County Fair is packed full of entertainment for all ages. The Todd Charles Variety Show will perform on the Pepsi Free Stage at noon, 4 p.m., 6 p.m. and 8 p.m. with Sarah Rommann performing at 3 p.m., a hypnotist show by Brian Imbus at 7 p.m., a mentalism show with Brian Imbus at 8:30 p.m. and the band First Time In Print performing from 10 p.m. to 1 p.m. The Sea Lions will perform at 2:30 p.m., 5:30 p.m. and 7:30 p.m. with Granpa Cratchet performing at 2 p.m., 5 p.m. and 7 p.m.
At noon, the Stock, Pick-Up, Tractor and Semi Pull will begin with the Fantasy Truck, Large Farm Stock and East Central Iowa Tractor Pull beginning at 7 p.m.
The UFC Fight Night, which will take place at the west ball diamond, will begin at 8 p.m. This will feature bouts with Travis Fulton, Joe Jordan and Wayne Weems. From 10 p.m. to 1 a.m. the band Bad Habits will perform on the Budweiser True Music Stage.
Sunday
The last day of the fair brings the Pepsi Free Stage shows, the Sea Lions and Granpa Cratchet to a close. The Todd Charles Variety Show will perform on the free stage at 1 p.m., 3 p.m. and 5 p.m. The Sea Lions will perform at 12:30 p.m., 2:30 p.m. and 4:30 p.m. with Granpa Cratchet performing at noon, 2 p.m. and 4 p.m.
The Demolition Derby, which starts at 1 p.m., will conclude the main stage area events. |
