Council addresses previous tabled items

The Manchester City Council addressed two issues that were tabled from their previous meeting.

Brad Necker had approached the council at their June 25 meeting about the handicapped accessible ramp that was removed in front of his home. The 2007 Street Improvement Project plans, which, according to City Manager Tim Vick were shown at public hearings the residents were invited to, showed that the ramp was to be removed and a curb put in it’s place.

The ramp was first put into place when the building, in which Necker resides, was a church. Necker said he had been using the ramp, which was connected to his courtesy walk, as a place to park his vehicle. The council decided, after reviewing pictures that were brought in by Necker, to keep the curb in place because the city cannot have “everyone putting in a handicapped accessible ramp up to their home to park on,” said one member.

“If it was a situation where someone needed a ramp, we might put it back but there is a handicapped ramp about 15 feet from the home,” said Vick. “There is no ramp going into the home, there’s stairs.”

The other item that was tabled from the previous meeting was the Stiles Street sidewalk repair in front of condos on Dick Foust’s property.

Foust did replace the section of the sidewalk that cracked but not the full four by four section the city ordinance states must be replaced. His contractor also found that the section was only three and a half inches instead of the four inches the project specifications stated it had to be.

“He does have a point that he paid for four inches and only got three and a half but the code strictly states that it has to be a four by four section,” said council member Jeff Ogden.

According to Ryan Wicks, an engineer with TeKippe Engineering P.C., a technician measured the depth of the concrete after the last meeting and found that out of six samples, only one was three and a half inches. The rest were four inches.

The council approved the appointment of Chuck Zangerle as the new Animal Control person for Manchester. The previous person, Sharon Moore, informed Manchester Police Chief Bruce Trapp that she was moving out of town and would no longer be able to keep her position.

“Chuck’s proximity to town and the shelter, his availability both day and evenings along with his working knowledge of many types of animals makes him very attractive to conduct these duties,” said Trapp.

The duties of Animal Control are assisting Manchester residents with a variety of animal problems.
“This ranges from the usual stray dog or cat problems to nuisance calls on a variety of wild animals within the city,” said Trapp.

The council also approved:
• hiring Carrie McNamara as a part time dispatcher in the Communications Center
• Iowa Department of Economic Development Community Development Block Grant (CDBG) Housing Fund contract
• the lease agreement between the city and William Blakesley (the Medicine Shoppe) for a portion of the West Main Street parking lot to be used as a driveway for merchandise pick-up. The contact will last until March 31, 2010.
• to pay Tschiggfrie Excavating $40,424.69 for the Turkey Timber Lift Station Project and $268,673.40 for the 2007 Street Improvement Project
• to pay TeKippe Engineering for the Turkey Timber Lift Station improvements ($868.01), Schram Drive improvements ($4,355.32), Honey Creek Addition Sanitary Sewer ($1,041.02), 2007 Street Improvement project ($8,503.03) and for the Professional Civil Engineering services ($1,310.20).

Contract with Taylor Construction signed by Board

The bid from Taylor Construction in New Vienna for $439,007.61 was accepted and a contract was signed for the Goose Hill Road bridge project.

Contracts were also signed with River City Paving, a division of Mathy Construction Company out of Kieler, Wis., for $1,491,331.19 for the Goose Hill Paving and Grading project; Flynn Company in Dubuque for $1553,958.78 for the 260th Avenue Paving Project; and Vogel Traffic Service in Orange City for pavement markings for a total of $45,643.48.

Letting dates were set for Aug. 27 at 1:15 p.m. in the Delaware County Couthuouse for the 221st Street bridge, and Aug. 6 for the Honey Creek Resurfacing Project. The Honey Creek Project is a joint project with the City.
